LONDON — British Prime Minister Keir Starmer announced his resignation Monday, ending a turbulent tenure that lasted less than two years after Labour’s landslide victory in the 2024 general election.

Starmer said he will step down as both Labour Party leader and prime minister following growing pressure from Labour lawmakers and a sustained decline in public support. He is expected to remain in office until the party completes a leadership contest and selects his successor.

If the transition proceeds as expected, Starmer will become the sixth British prime minister to leave office since the 2016 Brexit referendum. His departure follows those of David Cameron in 2016, Theresa May in 2019, Boris Johnson in 2022, Liz Truss in 2022, and Rishi Sunak in 2024.

Mounting Political Problems

Starmer’s resignation comes after months of political setbacks that weakened his standing both within Labour and among voters.

His 23-month premiership was marked by policy reversals, internal party divisions, and a series of controversies that fueled criticism from political opponents and members of his own party.

Pressure intensified after Labour suffered significant losses in May local elections. Concerns inside the party deepened further following the June 18 parliamentary by-election in Makerfield, where former Greater Manchester Mayor Andy Burnham secured a decisive victory.

The government also faced widespread criticism over proposals to remove winter fuel payments from millions of pensioners and over shifting positions on inheritance tax policies affecting family farms.

Controversies Add to Challenges

Starmer’s administration struggled to contain several high-profile controversies.

Among the most damaging was the appointment of Peter Mandelson as the United Kingdom’s ambassador to the United States. Before Mandelson’s dismissal, leaked emails and documents from the U.S. Department of Justice allegedly showed he had provided highly sensitive, market-moving British government information to convicted sex offender Jeffrey Epstein.

The revelations prompted a formal criminal investigation by London’s Metropolitan Police in February 2026.

Starmer also faced criticism over his handling of U.S. military operations against Iran. Opponents accused him of indecision after he initially resisted allowing the use of British military bases before later approving the request.

Polls Show Growing Public Dissatisfaction

Recent polling suggested that public confidence in Starmer had deteriorated significantly.

Several surveys indicated that a majority of British voters wanted him to step down as prime minister. At the same time, Labour slipped behind Nigel Farage’s right-wing populist Reform UK party in public opinion polling, increasing concerns among Labour lawmakers about the party’s electoral prospects.

Burnham Emerges as Leading Successor

Attention is now turning to who will lead Labour into the next phase of government.

Andy Burnham has quickly emerged as the frontrunner to replace Starmer. Senior Labour figures have reportedly begun rallying behind the former Greater Manchester mayor, whose victory in the Makerfield by-election strengthened his position within the party.

Burnham was sworn in as a member of Parliament on the same day Starmer announced his resignation and is widely viewed as the overwhelming favorite in the upcoming leadership race.

The Labour Party’s leadership selection process is scheduled to begin officially on July 9.

A new prime minister is expected to be in place before Parliament reconvenes in September.
