The State Department is preparing to sharply reduce the number of U.S. diplomatic posts in Africa authorized to process visa applications, consolidating full consular operations into 20 regional hubs across the continent as part of a broader effort by the Trump administration to tighten control over immigration.
The changes are expected to take effect in June, according to three U.S. officials and an internal State Department memo. The officials spoke on condition of anonymity because they were not authorized to discuss the policy publicly.

PAUL’S DEFENSE BRIEF (PDB) – Also protects innocent Muslims. Trump orders “deadly strike” on ISIS in Nigeria after threats over Christian killings. On Christmas night, Trump said U.S. forces struck ISIS in Nigeria, citing attacks on Christians and vowing no tolerance for radical terrorism.
President Donald Trump vowed that the U.S. would wage more military strikes if the ongoing Islamist murder and persecution of Christians persisted in the country. GOD BLESS HIM!
Trump began to publicly express concern about the persecution of Nigerian Christians in October and redesignated the country as a country of particular concern, which is reserved for countries with “particularly severe violations of religious freedom.”
Nigeria is the most dangerous country in the world to be Christian, according to the International Society for Civil Liberties and Rule of Law, reporting that more than 7,000 Christians were killed and another 7,800 were abducted for their religious faith in the first seven months of 2025 alone.
What to know about the Islamist terrorists targeted in Nigeria. U.S. airstrikes that targeted Islamic State group militants in northwestern Nigeria marked a major escalation in the offensive that the West African’s overstretched military has struggled with for years.
Pete Hegseth says “more to come” as Nigerian minister confirms his country provided intelligence for the first wave of strikes against ISIS, and talks of “joint ongoing operations.”
Nigeria is cooperating with the U.S. against ISIS, saying its response to terrorism threats “goes beyond borders.”
U.S. strikes on Nigeria and Syria are “consistent” with policy to combat the Islamic State. Republican House Armed Services Committee’s Mike Turner denied that military strikes showed a new Trump approach to U.S. forces.

THE PDB – Not the President’s Daily Briefing, but almost as good – PAUL’S DEFENSE BRIEF:
HOMELAND SECURITY
New federal charges for an Afghan who shot two and murdered one D.C. Guard member enable death penalty talks.
DEFENSE POLITICS
Boeing’s $724 million radar plane lives on, despite Pentagon efforts to kill it. Air Force’s E-7 Wedgetail jet program is behind schedule. As costs rise, Congress has stepped in to keep it going because it’s needed.
US POWER OVERSEAS
The Abraham Lincoln Carrier Strike Group, amphibious assault ship USS Tripoli, and fast-attack submarine USS Seawolf are operating in the Indo-Pacific, Philippine Sea, and East China Sea, respectively.
VENEZUELA-NARCO THREAT
Narco subs are no longer one-way assets. Wholesale cocaine prices in Europe have halved to €15,000 per kilo due to massive production and market saturation, forcing narco networks to abandon their previous practice of scuttling narco-submarines after single cargo runs, and re-using them.
CHINA THREAT
China’s massive military is capable of directly threatening the security of Americans, making the U.S. increasingly vulnerable, Pentagon warns in new assessment. This, as Beijing moves to accelerate the growth of its nuclear arsenal and aircraft carrier fleet.
Pentagon says China’s missile forces are operating a new type of anti-ship ballistic missiles capable of reaching the U.S. West Coast.
Pentagon’s latest report on China’s military developments states that Beijing has been catching up with the U.S. in the race for new generative AI capabilities.
Inside China’s nascent, AI-powered military logistics system. Modern PLA is aiming to build a smart logistics system of the future that can supply its troops under fire in the next war.
Imagery shows, apparently for the first time, examples of China’s growing series of low-observable “loyal wingmen” combat drones being prepared for naval deck trials.
China imposed mostly meaningless sanctions against 20 U.S. defense-related companies and 10 executives, a week after the U.S. announced large-scale arms sales to Taiwan.
Japan’s Cabinet approved a record defense budget exceeding $58 billion for the coming year, aiming to fortify its strike-back capability and coastal defense with cruise missiles and unmanned arsenals to deter China.
UKRAINE WAR
Trump and Zelensky meet in Florida to talk Ukraine peace plan, days after Zelenskyy said he had a “good conversation” with U.S. special envoy Steve Witkoff and Jared Kushner, Trump’s son-in-law.
Vessels damaged as Russia intensifies attacks on Ukraine’s Black Sea ports.
NATO-EUROPEAN DEFENSE
“Times have changed”: Germany’s military seeks recruits as it confronts a new era. As young men face new rules forcing them to indicate their readiness to serve, the Bundeswehr drums up support at a trade show.
MIDDLE EAST THREATS
Erdogan’s imperial illusions. The success of Turkish-backed opposition forces in toppling Bashar al-Assad’s regime in Syria last December appeared to offer a golden opportunity to expand Turkey’s influence.
SPACE THREATS
NASA’s Perseverance Mars rover is continuing its science mission to collect samples despite uncertainty about how, when, or even if those samples will be returned to Earth.
Synspective tapped to provide satellite imagery for Japan’s new military constellation. The project reflects a broader global shift toward using commercial remote-sensing satellites for national security missions.
INTERNATIONAL SECURITY
Australia’s most populous state will tighten security across Sydney following a deadly Muslim terror attack at Bondi Beach this month, with authorities leaving open the possibility of military support and army patrols.
President Trump applauded the new ceasefire between Cambodia and Thailand while also taking a swing at the UN.
US MILITARY
Independent government watchdog found major issues in the way the Navy conducts fire-safety prevention and contractor oversight for ships during maintenance periods.
A soldier participating in a clinical trial at Walter Reed National Military Medical Center is testing a neural-enabled prosthetic arm designed to restore a sense of touch through nerve stimulation.
