ANNAPOLIS, Md. — Maryland Democrats just took a major step toward a full House delegation takeover.
A redistricting commission appointed by Gov. Wes Moore voted late Tuesday to recommend a new congressional map that would eliminate the state’s lone Republican-held seat — likely sending eight Democrats to Congress.
Right now, Democrats hold seven of Maryland’s eight House seats. The only exception is House Freedom Caucus Chair Rep. Andy Harris, who represents the Eastern Shore-based 1st District. Under the proposed map, the seat’s partisan lean would move from Trump +16.82 to Harris +13.72 — leaving Democrats chomping at the bit.
The fast-moving developments are already fueling a broader national fight over mid-decade redistricting, with Democrats arguing they have no choice but to respond to GOP map changes in states like Texas, North Carolina, Florida, and Missouri.
House Democratic Leader Hakeem Jeffries cheered the vote Tuesday night, blasting Republicans and framing the fight as a battle over the fairness of November’s midterm elections.
“The vote by Maryland’s redistricting committee is another important step toward ensuring a fair national congressional map ahead of the midterm election,” he said. “Partisan Republican hacks were counting on Democrats to roll over while they gerrymandered congressional maps in Texas, Missouri, North Carolina, and Florida — but they were wrong. Arrogant and corrupt Republicans started this battle. Democrats will end it.”
But the plan is far from guaranteed.
Even in deep-blue Maryland, some Democrats are warning the strategy could backfire. Senate President Bill Ferguson (D) has previously opposed the proposal, calling mid-decade redistricting “objectively unconstitutional” and warning it could trigger lawsuits — or even cost Democrats a seat they already hold.
Gov. Moore, who is widely viewed as a potential 2028 presidential contender, has argued Democrats can’t afford to sit still while Republicans redraw maps elsewhere, especially with the U.S. House hanging by a thread.
Ferguson initially opposed the commission’s recommendation and voted against it. But the pressure may be mounting, especially now that House Speaker Joseline Peña-Melnyk has indicated support for redrawing the map.
Legal experts and critics have also flagged the risk of lawsuits, noting that Maryland’s last attempt at mid-cycle redistricting in 2022 was struck down by a state court as an “extreme partisan gerrymander.”
Now the real test shifts to the General Assembly, where lawmakers are already bracing for a fight to enact the new lines into law.
