With an operational range of over 6,000 miles and cutting-edge integration with intelligence and reconnaissance systems, the B-21 will replace aging bombers and act as an airborne data hub.
While neither the Air Force nor the Pentagon uses the term “decapitation” strikes, that, more or less, is what they mean when they say they will be targeting high-value “centers of gravity” in China that sustain military operations.
According to a 2026 report by the Mitchell Institute for Aerospace Studies, the B-21’s primary mission is to deny China “sanctuaries” by penetrating the world’s most advanced air defense systems to strike critical infrastructure.
While some Chinese media analyses have attempted to downplay the B-21’s impact, citing high costs and potential vulnerability to their own, advanced counter-stealth sensor networks, the U.S. views the aircraft as a necessary, advanced weapons system to neutralize Chinese military advantages.
Described as the world’s first sixth-generation aircraft, the B-21 uses an “open systems architecture” for rapid software and hardware upgrades to stay ahead of Chinese radar advancements.
Senator Mike Rounds, a member of the Senate Armed Services Committee, referred to the B-21 as a “China deterrence weapon” designed to take out sensitive sites if China acts aggressively, such as invading Taiwan.
“We have the ability to let China and others know that should they become belligerent… this particular platform can carry nuclear weapons. It can carry conventional weapons, as well,” Rounds said.
“It can do so and penetrate their most advanced air protection systems — their air defense systems — and take out some of the most sensitive sights that they have if we perceive that they are going to be or are using them in an offensive capability.”
Decapitation & Command Strikes: As shown by the B-2 Spirit bomber attack on Iran’s underground nuclear facilities last June, the B-21 is even better designed to strike hardened and deeply buried targets, such as the underground bunkers of “Beijing Military City,” which are built to shelter Chinese leadership during a nuclear conflict.
Denial of Sanctuary
The B-21 can strike anywhere on the Chinese mainland, meaning it would prevent the People’s Liberation Army (PLA) from operating safely within its own borders during a conflict, directly targeting the leadership’s ability to command.
They can also target mobile missile launchers and command centers that were previously considered safe due to their mobility, distance, or heavy defenses.
The B-21 also provides dual-capable deterrence: It can carry both conventional and nuclear weapons, including the B61-13 gravity bomb for large-area hardened targets and the Next Generation Penetrator (NGP) for deeply buried facilities.
Scale of the Threat
While the U.S. Air Force currently plans for 100 aircraft, experts argue that at least 200 B-21s, along with 300 Boeing F-47 sixth-generation stealth fighters, are needed to effectively counter China’s “formidable integrated air defense systems.”
This includes two next-generation Chinese stealth fighters, the J-36 and J-50 prototypes, now being openly tested.
The F-47 (Next Generation Air Dominance/NGAD) fighter, which has been secretly flying in prototype form since 2020, will support B-21 Raiders by providing stealthy, air-superiority protection for the bombers from enemy aircraft and advanced threats during deep-penetration missions, sweeping the sky of enemy fighters and ensuring the B-21 can operate without interception.
Operating as a combined “sanctuary denial” force, these sixth-generation fighters will enable the B-21 to safely reach, attack, and egress from high-threat, contested areas.
Beyond just bombing, the B-21 also functions as an airborne central data hub, integrating intelligence from F-35s, future F-47s, and other sensors to coordinate strikes in real time, becoming a true force multiplier.
Together, these two next-gen combat aircraft may give China’s leadership pause before they initiate any kind of attack on Taiwan or elsewhere. This is why the Air Force must produce both in the numbers advised to defeat the threat.
