Michael Moore Proposes New Amendment to ‘Repeal and Replace’ the Second

is generating headlines after posting his version of a new amendment to the U.S. Constitution.

The filmmaker shared his proposal for a 28th Amendment with his legions of fans Sunday.

Even though the Constitution is notoriously difficult to amend, Moore's plan is notable for other reasons.

It further shows that a growing number of Democrats are playing a long game when it comes to guns.

The Daily Wire's Virginia Kruta reports:

“The inalienable right of a free people to be kept safe from  and the fear thereof must not be infringed and shall be protected by the and the States. This Amendment thus repeals and replaces the ,” Section 1 of Moore's proposed amendment read.

Section 2 outlined the restrictions that would be imposed for the few situations in which legal firearms could be acquired: a national registry and licensing program that would allow firearms to be used for hunting, target shooting, and — in very limited cases where people could demonstrate a legitimate need — . Section 2 also proposed an extensive background check, including a mental health check and interviews with partners and exes — and a mandatory one-month waiting period.

Section 3 called for a written test and a firearm safety course — which would be required on an annual basis — and Section 4 raised the minimum purchase age to 25.

Section 5 listed the firearms — including some that have not yet been invented — that would be banned under the proposed amendment.

While these are just some of the highlights, Moore's proposal is a powerful reminder that Democrats can no longer hide their hostility toward the right to bear .

Moore recently claimed that the Founding Fathers wouldn't have written the Second Amendment as is if they could have foreseen advances in bullet technology.

As late as 2012, the Democratic Party's platform recognized the right to bear arms as “an important part of the American tradition.”

Although dismissed by some as a stunt, Moore's article showcases how the left has “evolved” on gun control.

Moore and others like him feel comfortable enough to declare the right to obsolete and obscene.

Bottom line: It reminds us that the window of discourse can shift, and Ronald Reagan's quote about 's fickle nature.

  1. Let me guess. One of those few exceptions would be for his private security force that protects his fat ass!!!

    • Jane Fonda went before Congress years ago and spoke for gun confiscation. One congressman asked if that included hollywood celebrities and she said, “well, of course not us”, Pretty much says it all.

  2. Well at least this leftist is proposing the proper U S Constitutional way to making an amendment to the Constitution and not just trying to over ride it by politically un Constitutional actions.

  3. Of course the Founding Fathers knew how deadly Guns could be. They didn’t set up the second, in order to have Guns for target shooting. It was for protection. Both from criminals and from the state. Also, to hunt food. Which we also might need, now, because of the coming food shortages. We can show that all people need personal protection, not just people like Moore. Is he any more important than the least of us?

  6. I suspect the exceptions would include for active military personnel, but what is not mentioned is that no company can continue to exist with only military contracts. I am also certain that there would be no exception for police officers. Under the idiot Moore’s proposed amendment, only the government and criminals would have the guns, leaving the rest of us to suffer and die or be punished by the feds. They keep saying, “Well, it couldn’t happen here.” Let me tell you, folks. Everytime a government has taken the weapons away from its citizens, they have gone totalitarian dictatorship! That is from Roman times right down to the present and that is a very long history. It CAN and likely will happen here!

    • You are 100% correct. There are people on the left who are pushing the killings. Most of the kids who are doing the killings do not have the money nor the planning to do the killings. I believe the people on the left and those outside the government. I would not be surprised if george soros is one of them.

Not wanted in 2024 and will be cause for his impeachment after the midterms, just hope the biden monies they collected for” what ever they promised to do for it” is returned to those Un American adversaries where it should have stayed all along, we do not need the joe and hunter’s America last policy in our Country.   10. First of all, it is refreshing to see a leftist actually propose to USE the Constitution rather than pretend it doesn’t exist. Kudos for that.

    Second, I just got done with a conversation with a few of my neighbors. Here in California, thieves are stealing merchandise and vandalizing property with impunity. One neighbor just got back from The Home Depot where someone stole a bunch of items. Two employees followed him for a while, but were powerless to stop him. Another neighbor commented that he just got back from a trip to Texas where that isn’t happening. The reason? Many residents there are packing and the thieves know it. Way fewer attempts to steal and many more arrests. They also tend to keep their criminals in jail and not in one door and out the other as commonly happens in California.

    Finally, the U.S. Government estimates between 300,000 and 3,000,000 million people a year successfully use guns in self defense in the United States.

  17. As with all Leftists, they assume that “self defense” is a rarely needed thing. In fact, no person will or can know when they will need to defend themself or their family from those who will NEVER obey laws which are inconvenient to their personal desires, ie: criminals. Since criminals never obey laws, changing the 2ND would have NO IMPACT on gun violence perpetrated by criminals. Chicago jumps to mind as one example of overwhelming gun violence, perpetrated by…criminals! Hundreds of innocent (and some not so innocent) people are shot and killed every year in Chicago, as well as many other Democrat-run big cities. Total elimination of the 2ND Amendment would make NO impact on these numbers. In a rational world, concealed carry holders would be allowed to intercede and end the threat posed by illegally holding thugs.

  22. What Flipper (MMoore) failed to consider is the rampant crime that’s polluted our country thanks to the political party he supports! So if he’s so concerned about gun violence perhaps he should counter Biden’s immigration policy of allowing illegals to enter our country. How about the dirtbag DA’s that are letting out of jail criminals only to commit more murders with guns!! No he wants to take away the 2nd Amendment of the people that need to protect themselves. Moore’s half assed idea is just that another pie in the sky idea from those that are creating the very problems they profess to solve

  24. Either we all have a right or none have the right. That means no secret service or police with guns, no security or bodyguards with guns, and mandatory life sentence for being caught with a gun. If the gun was fired at another person that would be mandatory death sentence.

    Bet no one thinks that would be fair. If not, then how about we leave the 2nd amendment alone?

  28. Only law biding citizens follow the law, and they are not the problem. Though a bit long here is what’s required in South Africa:

    I will be the first to admit that the gun purchasing laws in the States are pretty mild. Depending on what state you are in you only need to be 18, have a background check, and maybe a 15 day waiting period.
    Not so, here in South Africa where you must obtain “permit” to buy a firearm and ammo. This week, I just completed my requirement to obtain a permit. I would like to share the procedure with you. Please stay with me as I have a point to make at the conclusion.
    First, I had to visit a federally licensed gun dealer, where I had to purchase (R4000 or approx.. $275) a three part manual to study. This manual contained a “law” section, a “theoretical” section and a “practical” section. At the end of each section was a test which I was able to do at home as an “open book” test. These were not yes/no or multiple choice questions. These questions required details explanations and diagrams. The manual consisted of 55 pages devoted to the “law” and 175 pages devoted to proper firearm handling, storing, safely loading and unloading, shooting technique, cleaning, etc. It took me about a month to study this manual three times. I took the open book exam in about 3 hours. Then I was required to return to the licensed gun dealer for a full day of closed book exams. First, a firearm instructor graded my open book exam. If I did not get at least 85% correct answers, I had to leave and re-take the exam. Thankfully, I did well on this part. Next, I had to take a closed book exam on all matters concerning the laws pertaining to firearm ownership, use as protection, storage, transporting etc.. This took 2 hours. If I did not pass this exam, I was not able to continue to the next closed book exam. Again, I did well on the law section. Next was the closed book exam on theoretical issues. This took approximately 2.5 hours. Again, I scored over 85%, so I could progress to the shooting range for “qualification” shooting. At the range I was instructed to shoot the following: A 9mm semi-auto pistol (Glock); a 40 cal. Revolver; a 30 caliber bolt action rifle, a 30 caliber self-loading rifle, a .223 caliber assault rifle; a 12 gauge pump shotgun; a 12 gauge semi-auto shotgun. All of these firearms were fired at paper targets and were scored. I was to shoot 10 rounds into the center of each target with each firearm to qualify. If even one of the rounds was outside to the target, I had to repeat until all 10 rounds were in the target. This took about 3 hours. I can tell you that I felt a bit of pressure! I had to repeat the 9 mm semi-auto pistol 3 times. The others were all good the first time around.
    Now all these test results were signed and dated (even the targets were signed by instructor and folded into my file). Then the entire file is sent to the federal police department where a background check was completed. This background check goes back 5 years and it must be squeaky clean! Then the Gun Permit was issued. In order to purchase ammo for my firearms I have to show the permit. Even with the permit, I am limited to the amount of ammo I can purchase. The firearm, if carried on my person it must be in an approved holster and completely hidden from view. When my firearms are stored, at home, it must be in an approved gun safe that has walls at least 2mm thick and the safe must be bolted to the floor and the wall behind it.
    I think you will admit that this is pretty intensive procedure. I honestly cannot think of anymore that could be required.
    NOW FOR THE KLICKER- SOUTH AFRICA HAS THE HIGHEST PER CAPITA MURDER RATE IN THE WORLD.
