An 18-year-old Oregon man faces multiple felony charges today after authorities say he plotted violent attacks on federal Immigration and Customs Enforcement agents, including plans to kill officers, display their body parts, and use homemade incendiary devices.

Rayden Tanner Coleman of St. Helens was arrested Feb. 4 during a high-risk traffic stop in the parking lot of an assisted living facility where he worked, according to court records and police reports.

The investigation began after Coleman’s roommates contacted law enforcement, alarmed by what they described as increasingly explicit threats and detailed plans for violence.

Alleged threats against federal agents

According to affidavits filed in Columbia County Circuit Court, Coleman became enraged over reports of confrontations involving ICE officers in Portland earlier this year.

In messages to a friend, Coleman allegedly wrote: “I’m sick and tired of it. I’ve been preparing for a while now. But I gotta get on it im done just standing around. I’m gonna get my hands on a firearm, and I will actively kill any ICE agents I see killing or kidnapping civilians.”

Prosecutors say the threats did not stop at online rhetoric.

Investigators allege Coleman discussed surveilling ICE personnel, including following agents to their homes. Court documents also reference repeated statements about beheading officers.

One of the alleged intended targets was the father of a friend, who works as a security guard at the Portland ICE facility.

Prosecutors further allege that Coleman planned to display severed heads at the Confederated Tribes of the Warm Springs Reservation. Authorities say he hoped the act would prove his resolve and draw recruits to a group he called the Cascadia Rangers Coalition, which he described as the foundation of a breakaway “rebel country.”

Intervention and arrest

Friends and roommates reportedly tried to intervene as Coleman’s statements escalated.

In one exchange cited by prosecutors, a roommate urged him to reconsider, writing, “I think you are too good and important of a person to get locked up.”

Authorities say Coleman nevertheless began taking concrete steps to carry out the plot.

During the traffic stop, officers found materials used to make Molotov cocktails. Investigators allege the devices had already been assembled and were intended for use against ICE agents. Court documents also state that Coleman had acquired an AR-style rifle.

After receiving a Miranda warning, Coleman admitted he planned to target ICE agents and use homemade incendiary devices. He told investigators that some of his more graphic statements were expressions of anger. Authorities maintain that the planning and preparation demonstrated intent.

Charges and next steps

Coleman has been charged with one count of attempted second-degree assault and six counts each of unlawful manufacture and unlawful possession of a destructive device.

He pleaded not guilty at his arraignment and remains in the Columbia County Jail on $400,000 bail. A pretrial release hearing is scheduled in the coming days.

Although the alleged targets were federal agents, authorities have not announced any federal charges at this time.
