Trump Threatens To Invoke Insurrection Act In Minnesota

President Donald Trump has threatened to invoke the Insurrection Act — a federal law that would allow him to deploy the U.S. military domestically — in Minnesota amid ongoing protests against Immigration and Customs Enforcement (ICE) operations in Minneapolis. The warning came in a social media post directed at state leaders, whom Trump accused of failing to control unrest and “professional agitators” targeting federal agents.

Trump posted that if Minnesota officials “don’t obey the law and stop the professional agitators and insurrectionists from attacking the Patriots of I.C.E.,” he would “institute the INSURRECTION ACT … and quickly put an end to the travesty” taking place in the state.

The Insurrection Act would allow the president to deploy federal troops or federalize the National Guard inside U.S. borders to help enforce the law or suppress civil disorder, traditionally subject to strict legal conditions.

The threat follows violent clashes and protests in Minneapolis tied to federal immigration enforcement actions — including an ICE officer’s shooting of a Venezuelan man during a traffic stop and the fatal shooting last week of Minnesota resident Renee Nicole Good by another ICE agent, which has sparked nationwide demonstrations.

Minnesota officials — including Gov. Tim Walz and Minneapolis Mayor Jacob Frey — have sharply criticized the federal surge of ICE and other Homeland Security agents, with the state and local governments filing a lawsuit seeking to end the deployment.

Protesters have clashed with federal agents in Minneapolis, with demonstrations sometimes turning confrontational. Local law enforcement has bolstered resources amid calls for calm and an independent investigation into the shootings.

The Insurrection Act of 1807 allows the U.S. president to deploy military forces domestically — including regular troops or federalized National Guard — in specific situations where civil disorder, insurrection, or obstruction of law enforcement makes it impracticable to enforce laws by ordinary means. It has been rarely invoked in U.S. history.
