President Joe Biden is reportedly considering removing Hay’at Tahrir al-Sham (HTS), a notorious Islamic group with ties to al-Qaeda, from the U.S. State Department’s Foreign Terrorist Organization (FTO) list. This move comes in the wake of the overthrow of Syrian dictator Bashar al-Assad, a seismic event that has reshaped the country’s political landscape.
According to NBC News, multiple sources within the Biden administration have revealed plans to lift the FTO designation for HTS “soon.” This controversial decision could enable the group, led by Abu Mohammad al-Jolani, to receive support from international governments. However, the decision is steeped in controversy, as HTS’ history of violence and terror is well-documented.
Jolani’s Rebranding Campaign
HTS emerged after a split with the Salafist jihadist group al-Qaeda, where Jolani had served as a senior operative during the Iraq War. Despite formally severing ties with al-Qaeda in 2016, HTS continues to face scrutiny for its connections to the terrorist organization. Jolani’s recent CNN interview portrayed him as a “moderate rebel,” attempting to redefine himself and his organization in a post-Assad Syria. Critics, however, remain unconvinced, pointing to his documented involvement in attacks on U.S. forces and his enduring reputation as a global terrorist.
Retired General Frank McKenzie, former chief of Central Command, expressed disbelief over HTS’ alleged transformation. “The idea that terrorists may change is absurd,” McKenzie stated, citing Jolani’s extensive track record in terrorism.
Biden’s Assurances to HTS
Through a Turkish emissary, Biden reportedly delivered a message to HTS, urging the group to avoid alliances with ISIS fighters. In response, HTS told the administration it had no intention of collaborating with ISIS. Despite these assurances, the incoming Trump administration remains highly doubtful of HTS’ credibility.
As part of the potential FTO delisting, the Biden administration would also eliminate the $10 million bounty on Jolani’s head. This decision has drawn sharp criticism from those who argue that Jolani’s rebranding efforts do not erase his violent past.
Implications for Syria and the Region
The fall of Assad’s regime has been a blow to his allies, including Russia, Iran and Hezbollah. Yet, experts warn that this development may not bode well for the Syrian people. McKenzie cautioned that the power vacuum could lead to the rise of another Islamic State, destabilizing the Middle East further. The next “48, 72, 96 hours” will be critical in determining what direction this goes, McKenzie added.
For now, HTS remains on the U.S. list of Foreign Terrorist Organizations, with Jolani still classified as a “Specially Designated Global Terrorist.” Whether Biden’s lame duck gamble will lead to a reimagined role for HTS or simply embolden its violent history as President-elect Donald Trump takes office remains to be seen.

Biden has got to stop trying to make up for his lack of performance over the past 4 years. He is within 40 days of turning power over to the new Administration. I’m sorry if it’s too cold for the beach right now, but he needs to go back to Delaware where he’s been hiding all this time. Stop making decisions that do not need to be made, and STOP SPENDING MY TAX DOLLARS! Let Trump make these decisions, as he is the one who will need to deal with anything Biden changes at this point. Lame ducks are just that. Leave things alone! Better yet, just leave!
And Trump will put it back on Day 1.
Biden is not capable of making these decisions to free terrorists, or make 1500 pardons and sentence removals. He has no logical reasoning remaining, and it’s past time to declare him mentally unfit for a position he was never qualified to do initially.
