The Department of Homeland Security (DHS) issued a blistering rebuke against a plan by California Democrats to launch a public online tracker that would map Immigration and Customs Enforcement (ICE) activity, warning that the proposal would endanger federal agents and their families while potentially violating federal law.
The plan, unveiled by Los Angeles Mayor Karen Bass (D) and Rep. Robert Garcia (D-CA), would create a website and mobile app allowing users to report and monitor ICE operations across Los Angeles and other parts of California. Supporters claim the initiative will help “increase transparency” around immigration enforcement — but critics, including DHS leadership, say it’s effectively a “doxxing tool” designed to obstruct law enforcement and put lives at risk.
“ICE tracking apps and websites directly put the lives of ICE law enforcement and their families in danger,” DHS warned in an X (formerly Twitter) post. “Less than a month after a deranged gunman — who used an ICE tracking app to plan his attack — opened fire at the Dallas ICE facility, California politicians are pushing to publicize information that would further jeopardize officer safety.”
The statement referenced a shooting at a Dallas ICE office, where a gunman allegedly used online sources to identify ICE locations before carrying out the deadly attack.
“Anyone who actively obstructs law enforcement in the performance of their sworn duties or assaults law enforcement, including U.S. citizens, will face consequences,” DHS added.
California Democrats Move Ahead with Controversial “ICE Tracker”
Despite the warnings, Rep. Garcia announced that the House Oversight Committee would move forward with the project.
“Over the course of the next couple of weeks, the Oversight Committee will be launching on their website a master ICE tracker,” Garcia said Monday. “We’re going to be essentially tracking every single instance that we can verify that the community will send. You’ll be able to send us information … and it’ll be all available in one central place.”
The Los Angeles-based tracker would allow activists, journalists, and residents to upload photos, videos, and reports of ICE enforcement activity, such as vehicle raids, workplace visits, or arrests.
Garcia encouraged residents to record ICE operations and share them with his office or with pro-immigration groups, including organizations that have previously coordinated legal resistance efforts against deportations.
“If they are able and safe to record what is happening, we encourage them to communicate that to local groups on the ground, elected officials, and offices,” Garcia said.
DHS Warns of Federal Prosecutions
In a follow-up statement, DHS officials warned that any company or nonprofit that assists in designing, hosting, or maintaining the ICE-tracking app could face federal prosecution for aiding obstruction of justice or interfering with law enforcement.
The department emphasized that publishing personally identifiable information of ICE personnel — including their locations, vehicle plates, or operational schedules — would be treated as “targeted harassment of federal officers.”
A senior DHS official told Breitbart News that the agency “will not hesitate to refer developers or political operatives to the Justice Department if they are found to be aiding or encouraging the harassment of ICE agents.”
The controversy comes amid escalating tensions between the Trump administrations over immigration enforcement, as President Trump’s DHS ramps up deportations and imposes new penalties.
According to a recent Department of Homeland Security report, assaults against ICE agents have surged more than 1,000% year-over-year, with several violent incidents occurring in Chicago, Portland, and Dallas over the past three months.
