At the Hill Nation Summit, Department of Homeland Security (DHS) Secretary Kristi Noem signaled that the long‑standing 3‑1‑1 liquids rule (3.4 oz per container, quart bag limit) may soon be revised — or even scrapped entirely — as the Transportation Security Administration (TSA) pilots new screening tech.
The TSA liquid rule has been in place since the 2006 liquid explosives plot. Also known as the transatlantic aircraft plot, the plot was a major terrorist conspiracy uncovered by British authorities in August 2006.
A group of Islamist extremists planned to simultaneously detonate liquid explosives on multiple transatlantic flights departing from the U.K. to North America. The intended targets were seven flights operated by major U.S. and Canadian airlines, including United Airlines, American Airlines, and Air Canada.
British authorities, working with U.S. and Pakistani intelligence, had the suspects under surveillance for months. The operation culminated on Aug. 9, 2006, when 24 men were arrested in overnight raids across London and other parts of the U.K.
In response, both the U.S. and U.K. governments imposed immediate and sweeping changes to aviation security. The conspirators were convicted and received life sentences.
The plot is considered a decisive turning point in modern aviation security. However, with new CT X-ray scanners being rolled out, officials at DHS believe advanced detection systems could safely allow larger liquids in carry-on luggage.
The news follows last week’s elimination of the long-hated shoes-off requirement — suggesting broader TSA modernization efforts.
Officials caution that the changes will roll out gradually as airports upgrade their technology. Pilot programs are already underway at select locations, but a full nationwide rollout could take years — likely not until all TSA checkpoints are equipped with CT scanners.
In the meantime, travelers are advised to continue following current screening rules.
