The State Department is preparing to sharply reduce the number of U.S. diplomatic posts in Africa authorized to process visa applications, consolidating full consular operations into 20 regional hubs across the continent as part of a broader effort by the Trump administration to tighten control over immigration.

The changes are expected to take effect in June, according to three U.S. officials and an internal State Department memo. The officials spoke on condition of anonymity because they were not authorized to discuss the policy publicly.

Currently, nearly 50.

In a shocking display of authoritarian control, Russian President Vladimir Putin’s security forces stormed Moscow nightclubs over the weekend, targeting young men for conscription. In chilling scenes reminiscent of a dystopian novel, partygoers at the Moscow club ARMA were ordered to lie face down on the floor for hours. Women were released after their passports were photographed, but the men weren’t so lucky—they were rounded up en masse and taken away in paddy wagons. According to a report from the U.K.’s Daily Express, these men were forcibly conscripted to replenish Russia’s battered military for the war in Ukraine:

Shocking footage appears to show Russians being rounded up in a nightclub to be conscripted for the war in Ukraine.

Shared by Igor Sushko on X, the footage shows young Russians being told to sit down in a nightclub where the music appears to have been turned off.

A police officer is seen walking around the room, seemingly looking for young men, who are outraged at Vladimir Putin’s plot to send additional men to the front line.

Mr Sushko said: “Putin regime enforcers raided three largest Moscow nightclubs on Friday night — Simachev, Mutabor/ARMA, and Mono.

This harsh crackdown comes as the Kremlin grapples with soaring casualties. Over 2,000 Russian soldiers were reportedly killed, wounded or declared missing in a single day of fighting recently, underscoring the desperation behind Putin’s latest maneuvers. The decision to raid civilian spaces for conscription marks a grim milestone in a conflict that has already cost Russia dearly, both in lives and legitimacy.

A War That’s Decimating Nations

Since launching its full-scale invasion of Ukraine in February 2022, Russia has suffered staggering losses. In September of this year, The Wall Street Journal estimated over 200,000 Russian soldiers had been killed and another 400,000 injured—a human toll unparalleled in 21st century warfare. Despite this, in over 1,000 days of fighting, Putin’s campaign to conquer Ukraine has only seized roughly one-fifth of Ukraine’s territory.

Ukraine has also paid a devastating price. According to The Economist, as of late November, the country has lost between 60,000 and 100,000 soldiers killed, with nearly 400,000 more too injured to return to battle. The total number of fatalities represents 5% of all Ukrainian men. For context, Russia and Ukraine have each lost a greater share of their populations than the U.S. did in the Korean and Vietnam Wars combined.

Putin’s Growing Pariah Status

The nightclub raids—and the forced conscription they reveal—are further evidence of Putin’s crumbling facade of control. Despite the regime’s total control of the media, these heavy-handed tactics may only fuel resentment among the Russian populace. For a leader already facing international condemnation and severe sanctions, this latest move risks his domestic support.

Meanwhile, the fighting intensifies as both sides attempt to gain any advantage before President-elect Donald Trump is sworn in on Jan. 20.
