Maxine Waters Accuses Trump Of Inciting ‘Civil War’ Over Border, Immigration Enforcement

Rep. Maxine Waters (D-CA) is once again making headlines for inflammatory rhetoric — this time accusing President Donald Trump of leading the country toward a “civil war” simply for delivering on a core campaign promise: securing the border and cracking down on illegal immigration.

Waters made the remarks during a visit to the Metropolitan Detention Center and Department of Homeland Security (DHS) Field Office in Los Angeles on Monday, where she was joined by fellow California Democrats Reps. Brad Sherman, Judy Chu, and Jimmy Gomez. The congressional delegation was given full access to the facility, yet Waters still used the occasion to launch a public tirade against the Trump administration.

“Words mean nothing, actions mean everything,” said Waters. “Watch this very closely, ask a lot of questions… because this president is trying to lead us into what could be called a civil war.” The congresswoman, who turns 87 this week, offered no evidence to support her claim, nor did she acknowledge the fact that Trump’s immigration actions are widely supported by a large segment of the American public, as demonstrated by the 2024 election results and many polls conducted since.

This isn’t the first time Waters has resorted to this kind of rhetoric. Back in March, she accused Trump of “alluding” to civil war and claimed he was “on the edge” of leading one if he didn’t win reelection. Those comments were also widely criticized as reckless and unfounded.

Trump’s enforcement of immigration law is yielding tangible, record-breaking results.

According to U.S. Customs and Border Protection (CBP), July 2025 marked the lowest number of border encounters in the agency’s history for the second consecutive month. CBP reported a total of 24,628 encounters nationwide, down from 59,655 in July 2024 under Joe Biden. Even more telling, Border Patrol apprehensions dropped to just 6,177, compared to 56,400 at the southwest border alone during the same time last year.

There were zero parole releases in July 2025, compared to over 12,000 under Biden’s DHS the previous July — a clear sign that the Trump administration is moving aggressively to end mass catch-and-release practices that allowed thousands of illegal immigrants to enter the country unchecked.

The improvements are not just statistical. CBP also recorded its lowest-ever single-day apprehension on July 20 — just 116 apprehensions nationwide — another milestone that reflects the administration’s tightened enforcement strategy.

In coordination with DHS, multiple states are now working to house and process illegal aliens — particularly criminal offenders — through expanded federal-state partnerships and facilities such as Alligator Alcatraz in the Florida Everglades, a secure processing center dedicated to fast-tracking deportations.

In light of this, Waters’ attempt to frame lawful immigration enforcement as a precursor to “civil war” appears disconnected from both public sentiment and on-the-ground realities. The American people voted in 2024 to restore order at the border, and that is exactly what they’re seeing — not political chaos, but results.

While Rep. Waters continues to traffic in hyperbole, the data tells a different story: America’s border is finally being brought back under control — not through division, but through decisive leadership.
