The U.S. Senate reached a deal Thursday night to move forward with government funding while negotiations continue on contentious immigration policy and Department of Homeland Security (DHS) funding, according to multiple sources.
The compromise comes one day before the shutdown deadline.

The agreement will split the bill funding the Department of Homeland Security (DHS) off from a “minibus” package of five other major funding bills. The Senate will instead move a stopgap bill known as a continuing resolution (CR) that funds DHS at current levels until Feb. 13.
The two sides had haggled over the length of the CR, with Democrats insisting on the two-week version that won out.
Republicans had sought a six-week CR.
Two sources confirmed the deal, which top Republicans were still circulating with rank-and-file members to determine whether there will be any amendments needed.
The broader spending package, excluding DHS, would cover the rest of the government and move ahead with votes to avert a partial shutdown.
Prior to the deal, the Senate failed to advance a six-bill funding package to support DHS unless it included reforms to Immigration and Customs Enforcement (ICE) and other enforcement practices.
All 45 Democrats plus seven Republicans opposed the measure to avoid unchecked DHS spending.

Democrats have been pressing for accountability measures around federal immigration agents after fatal shootings in Minneapolis, which have intensified debate over ICE policies.
House approval will still be required once the Senate passes the revised funding bills — the House is not scheduled to return until Monday, which may affect whether a shutdown is fully averted.
