On Friday, President Donald Trump issued a sweeping executive order that reversed several key abortion-related policies established by former President Joe Biden. The new orders reinforce the Hyde Amendment, a longstanding policy that restricts federal funding for elective abortions, and curtailing taxpayer-funded abortions both at home and abroad.
Trump’s executive orders come as a direct response to Biden’s efforts to expand abortion access, which Trump argues were out of line with the American public’s longstanding opposition to taxpayer-funded abortions. “It is the policy of the United States, consistent with the Hyde Amendment, to end the forced use of federal taxpayer dollars to fund or promote elective abortion,” Trump declared in his executive order.
The Hyde Amendment has historically prohibited the use of federal funds for abortions, except in cases of rape, incest, or when the life of the mother is at risk. The move effectively revokes two Biden-era actions that expanded abortion access, including an executive memorandum that allowed federal programs to fund abortion-related services. Trump’s order emphasizes that American taxpayers should not be forced to contribute to elective abortion funding, calling it a “commonsense policy” that reflects a longstanding national consensus.
In another executive move, Trump reinstated the Mexico City Policy, also known as the “global gag rule,” which bans foreign non-governmental organizations (NGOs) from receiving U.S. global health aid if they provide or promote abortions. This policy, first enacted by President Ronald Reagan, was reversed by President Biden during his first year in office, but Trump’s order reinstates it, directing the Secretary of State and the Secretary of Health and Human Services to enforce it.
Under the reinstated policy, U.S. taxpayer dollars will no longer be allocated to foreign organizations that participate in or support coercive abortion practices or involuntary sterilization. Trump’s reinstatement of this policy was hailed by pro-life advocates but criticized by pro-abortion organizations such as Planned Parenthood.
The announcement of Trump’s executive orders coincided with the 52nd annual March for Life, a major pro-life rally held in Washington, D.C., since 1974, following the Supreme Court’s landmark Roe v. Wade decision that legalized abortion nationwide. During the march, Trump and newly elected Vice President J.D. Vance delivered remarks to a massive crowd of pro-life supporters, reinforcing their commitment to ending federal funding for abortion and protecting the sanctity of life.
Biden had signaled support for the Hyde Amendment during his 2020 campaign, but reversed his position and endorsed lifting the ban on taxpayer-funded abortions just days after endorsement.
While Biden often cited his Catholic faith for politically expedient reasons — like pardoning the majority of death row inmates, his “Catholic faith” curiously didn’t stop him from advocating for abortion.
While some pro-life activists argued that Donald Trump’s repeated statements that he would veto a national abortion ban should disqualify him as the movement’s candidate, in his short time back in the Oval Office he’s already proved to be a trustworthy ally in the fight for life and a much-preferred alternative to Kamala Harris.
