President Donald Trump’s Department of Homeland Security (DHS) is ramping up efforts to pressure illegal aliens to leave the United States voluntarily — using a mix of financial penalties, deportation threats, and incentives, according to a report released exclusively to Breitbart News.
DHS spokesperson Tricia McLaughlin told the outlet that more than 31,600 notices of fines have been issued to illegal immigrants totaling over $9.6 billion since Trump returned to office in January. The fines are part of a broader campaign to compel self-deportation by hitting violators financially and streamlining their exit.
“Our message is clear: If you’re in the country illegally, leave now or face the consequences,” McLaughlin said.
A “Carrot and Stick” Strategy: Fines or a $1,000 Check
The initiative encourages the use of the CBP Home mobile application, which now allows illegal aliens to self-report their departure from the U.S. and, in exchange, receive a $1,000 stipend from the federal government.
According to DHS officials, non-compliant individuals may face up to $1,000 per day in civil fines, arrest, and permanent bans on future legal reentry into the United States.
“Illegal aliens should use the CBP Home app to fly home for free and receive a $1,000 stipend, while preserving the option to return the legal, right way,” McLaughlin explained. “It’s an easy choice: Leave voluntarily and receive $1,000 check or stay and wait till you are fined $1,000 a day, arrested, and deported without a possibility to return legally.”
The approach offers financial aid for those who comply, while levying massive fines and legal penalties on those who defy the order to leave.
Deportation Numbers Surge Under Trump’s Second Term
The Trump administration’s renewed focus on immigration enforcement has already resulted in an estimated two million illegal aliens leaving the United States since January of this year. 1.6 million have reportedly self-deported and over 400,000 have been formally deported by Immigration and Customs Enforcement (ICE).
DHS has also announced a dramatic increase in ICE manpower, with approximately 5,000 new agents hired. The department says it is on pace to deport nearly 600,000 individuals by the end of Trump’s first year back in office.
“We are certainly on our way, but we expect those numbers to rise,” McLaughlin told Breitbart in a recent interview with Editor-in-Chief Alex Marlow.
Political Implications
The announcement underscores President Trump’s commitment to hardline immigration enforcement — a key pillar of his 2024 campaign — and may bolster support among his base. It also sets a sharp contrast with the previous Biden administration’s more lenient policies, and could reshape the ongoing national debate around immigration as the 2026 midterms loom.
In the meantime, DHS has made it clear: leave now — or pay later.

Then tell them if they want to eat, to turn themselves in. If facilities are open in every State to turn themselves in, they can be billeted in tent cities inside of concertina wire, see an immigration judge, and if found not able to stay can be sent to an airfield to be sent home or put on a bus to the southern border.
