The story of the 51 former intelligence officials who intervened in the 2020 election has grown clearer over the past several years. New witness testimony, congressional letters, and internal communications reveal a coordinated effort by senior members of the intelligence community, the Biden campaign, and influential media outlets to mislead voters at a decisive moment. The central claim of their now infamous letter, that the Hunter Biden laptop had “all the hallmarks” of Russian disinformation, was presented as expert analysis even though none of the signatories possessed evidence supporting it. Right-leaning outlets have since published a steady stream of documentary evidence showing that the letter was not an organic intelligence assessment but a political weapon designed to neutralize a story that threatened Joe Biden’s campaign.

It helps to begin with the sequence of events. The FBI had held Hunter Biden’s laptop since 2019. Technicians and analysts reviewed its contents carefully. No evidence of foreign tampering was ever found. Yet the bureau concealed the device’s authenticity from the public and from Congress. As the 2020 campaign entered its final weeks, FBI agents warned major tech platforms to expect a Russian disinformation dump involving materials related to Joe Biden. Testimony from Mark Zuckerberg and others confirms these warnings shaped how platforms handled the New York Post’s reporting.

When the Post published its story on October 14, the Biden campaign immediately recognized the threat. Internal messages later obtained by House investigators show that senior Biden advisers feared the story’s factual nature made it impossible to dismiss without help from the intelligence community. Antony Blinken, then a senior adviser to Biden, contacted Michael Morell, the former CIA Deputy Director. Morell later admitted he drafted the letter specifically to give Joe Biden “a talking point” during the final presidential debate.

A puzzling question arises. If the laptop was real, why did these officials claim it might be Russian disinformation? Morell’s testimony provides an answer. The purpose was not to assess evidence but to create a narrative. This narrative had to be backed by enough recognizable names to sway journalists who might otherwise be tempted to investigate the story. Morell and his team reached out to nearly 300 current and former intelligence officials. Many refused to sign because they had seen no evidence supporting the claim. To solve that problem, James Clapper suggested adding a fifth paragraph. It would admit that the signatories had no proof the laptop was fake, only that they found the timing suspicious. This paragraph allowed hesitant officials to sign while knowing the letter was constructed to mislead.

Once the signatures were gathered, the Biden campaign asked that the letter be given first to Washington Post reporter Shane Harris. The predictable result followed. Media outlets used the letter to discredit the New York Post. 𝕏 suppressed the story entirely. Facebook reduced its distribution. Many Americans never saw the evidence on the laptop or assumed it was tainted. Polls conducted after the election, including surveys highlighted by right-leaning organizations, showed that roughly 79% of voters who knew about the letter believed it affected the election and that many would have changed their vote had they known the laptop was authentic.

Further developments since 2021 reinforce the seriousness of this coordinated effort. Congressional investigations uncovered internal emails from CIA employees who questioned why the agency’s security review process was being rushed. Several signatories privately admitted they believed the laptop was likely real. Leaked documents referenced in conservative media show that the CIA’s Prepublication Classification Review Board approved the letter unusually quickly, raising concerns about political motivations inside the agency.

In 2024 and 2025, new evidence emerged through FOIA litigation and continued oversight efforts. Communications between former CIA Director John Brennan and Michael Morell show Brennan enthusiastically endorsing the project. His message, thanking Morell for asking him to sign, demonstrates that senior intelligence veterans understood the letter’s purpose. Additional documents reveal that several signatories remained on government contract work at the time, blurring the line between private citizens and active intelligence assets.

Declassified messages deepen the picture. Newly disclosed exchanges show Michael Morell and John Brennan coordinating what amounted to a CIA-backed 2020 election operation. In one striking message, Morell asked Brennan to join an effort explicitly aimed at shaping the final debate by giving Joe Biden a narrative weapon against Donald Trump. Brennan agreed instantly and thanked Morell for including him. Morell listed additional figures he hoped to recruit, including Leon Panetta, Sue Gordon, Jeh Johnson, Lisa Monaco, Mike Rogers, Dan Coats, and Tom Bossert. He explained the purpose clearly, trying to give what he called an incapacitated candidate a talking point during the Thursday debate. These messages reveal intent, planning, and coordination at the highest levels of the intelligence community.

Further evidence shows that CIA employees themselves recruited signers. Conservative reporting confirms that David Cariens, a former intelligence officer, was contacted directly by a CIA employee who read the draft letter aloud and asked him to sign. Cariens’ wife, Janice, also a retired CIA officer, received the same request. Morell later admitted that such conduct by CIA personnel would violate agency ethics and the legal firewall prohibiting domestic political engagement. Kash Patel, now FBI Director, has stated publicly that Gina Haspel’s CIA crossed a bright legal line by participating in partisan political interference. Patel argues that the agency’s conduct demands subpoenas for Haspel, her leadership team, and every official involved in soliciting signatures for a letter built on claims known to be false.

These revelations reinforce a larger conclusion. The CIA was not a distant observer while private individuals signed a misleading letter. The agency itself was involved, and its leadership approved the process. The list of the 51 officials who helped execute this operation includes Jim Clapper, Michael Hayden, Leon Panetta, John Brennan, Thomas Fingar, Rick Ledgett, John McLaughlin, Michael Morell, Mike Vickers, Doug Wise, Nick Rasmussen, Russ Travers, Andy Liepman, John Moseman, Larry Pfeiffer, Jeremy Bash, Rodney Snyder, Glenn Gerstell, David Buckley, Nada Bakos, Patty Brandmaier, James Bruce, David Cariens, Janice Cariens, Paul Kolbe, Peter Corsell, Brett Davis, Roger Zane George, Steven Hall, Kent Harrington, Don Hepburn, Timothy Kilbourn, Ron Marks, Jonna Mendez, Emile Nakhleh, Gerald O’Shea, David Priess, Pam Purcilly, Marc Polymeropoulos, Chris Savos, Nick Shapiro, John Sipher, Stephen Slick, Cynthia Strand, Greg Tarbell, David Terry, Greg Treverton, John Tullius, David Vanell, Winston Wiley, and Kristin Wood. Many remained on the intelligence payroll through consulting arrangements, making the boundary between official and unofficial influence effectively nonexistent.

Patel summarized the matter starkly. Since 1947, the CIA has been legally prohibited from interfering in domestic politics. Yet the record now shows Haspel’s CIA helped create and circulate a politically motivated letter designed to alter a presidential election. Patel has called for sweeping subpoenas to compel testimony from every official involved, arguing that this operation represents one of the clearest violations of the agency’s statutory limits in its history.

This convergence of political strategy, intelligence credibility, and media amplification created an information environment where voters were steered away from accurate reporting. The election was not decided by a single event, but the effort to brand true evidence as false information constitutes a form of election interference. It relied on the authority of former intelligence officials who understood that journalists and tech companies would treat their language as decisive.

Critically, the FBI’s own conduct has drawn new scrutiny. Whistleblowers have testified that FBI leadership instructed subordinates not to investigate the laptop while the election was underway. Some agents claimed they were told the matter was “off limits” until after the vote. These restrictions prevented verification that could have countered the false narrative promoted by the 51 signatories.

The lessons are clear. A healthy republic requires an intelligence community that remains outside partisan politics. The 51 former officials who signed the letter chose instead to use their reputations to advance a narrative they knew lacked evidentiary support. Their actions, combined with coordination between campaign operatives and sympathetic media outlets, contributed to a decisive distortion of public understanding during the final weeks of a presidential election.

When institutions entrusted with national security act this way, they undermine confidence in the very constitutional order they are meant to defend. These events show why accountability matters. A republic cannot function if high-ranking intelligence officers deploy their credibility to manipulate democratic outcomes.
